This is a windows only binary release as I have yet to sort out licensing issues and autoconf scripts and requires version 8.1 or greater of Tcl.
The zip file is here.
You need to extract it into the Tcl lib directory, where it will create a Feather0.1 directory containing a dll and a pkgIndex.tcl file.
